I'll add a couple more eagle options that aren't normally thought of as eagle places. Venture down to the main drag near the Mississippi River in Canton and you'll see plenty of eagles. I've also heard several people visiting the lighthouse in Hannibal see eagles over the river.

For a tiny road trip, you can venture into the land of Iowa for Eagle Days near Keokuk, too.
